On the contrary, sea temperature on the Riviera (from Hyères to Menton by Cannes and Nice) was more normal during that period (barely-barely below normals), so bathing was more pleasant.

Temperatures are not meant to get below 20°C in Lyon, and 18/19°C in a lot of regions ; 22°C to 24°C in the Mediterranean, in an extended way (that is to say not only the Riviera, but also the coast from Marseilles to the Spanish border).
Maximums have been up to near 38°C today in the northeastern part of the SW (that is to say west and southwest of the Massif Central).
Of course, this will result of some strong localized thunderstorms, particularly in the West Central region northwards into Paris region. No alert, however, since it will deal with normal summer convective development.

Why ?
Three combined facts :
- very high temperatures in the afternoon (39 to 40°C),
- these ones, during for at least 3 consecutive days,
- and with overnight temperatures above 25/30°C, and getting to 21/22°C only early in the morning and for half an hour to one hour only (the human body thus can't really relieve).

Hot night between Nice and Genoa.
25.0°C at Eze, 25.5°C at Nice, 25.7°C at Valbonne-Sophia and 27.2°C at Menton (usually/averagely the warmest town at night in continental France, though quite an unusual value).

As it appears to be the hottest day of the year in France, I'm publishing here a small Excel table, typical of those of my Months threads.
Saint-Martin-d'Estréaux must have broken its own record, but I don't have all the data of the station.
Edit : of course, you have rectified the error yourself, for Menton (Riviera), it is the Highest min. and not the Lowest min. ;)

This is highly contrasting with the other French Mediterranean regions, further West : currently about 15°C around the Gulf of Lion ; well this is at least more comfortable.
